"The things that we are seeing in our community are unprecedented," he said to the Frayser Exchange Club. "We can't continue to do things the way we used to do in the lives and times of which we live in."
Collins says times were different when he was growing up.
"My daddy would burn me alive," he said, suggesting a new generation of families aren't dealing with bad behavior "Many in here, ya'll are too young to hear and know that sound, swish, swish, swish."
Collins has come up with a legal metaphor for the switch, an old school punishment used when he was a teenager. He says the criminal justice system needs to get tougher on juvenile offenders who commit the most violent crimes.
"Because our kids, they don't even fear. They know that they're not going to jail," Collins said.
