This is the ordinance dealing with companies like Uber and Lyft. Basically this ordinance is creating a a new category for alternatives to taxi's so they (Government) can regulate them. We certainly can't have a business operating out there that the government doesn't regulate because how would they collect enough revenue to justify their existence? And you thought it was about protecting the public? Don't be silly...the government needs regulations, taxes, fees, and permits so they can have a job to do...otherwise they would...GASP! have to get a job in the real world. There is not enough information on website to determine whether or not this is a good thing so I will hopefully find out more on Tuesday.

This program is broadly to owners of privately owned facilities throughout the City of Memphis and is available as defined by the criteria established below. This program is being managed by the Memphis and Shelby County Office of Sustainability, in partnership with the City of Memphis Division of Housing and Community Development.
FOURTEEN MILLION DOLLARS??? Remember my last paragraph where I talked about government needing revenues to justify their existence? "funding not to exceed $14,501,000.00 to the Memphis
Green Communities Program from the City’s allocation of Qualified Energy Conservation Bonds."...so the city has an allocation category for Qualified Energy Conservation Bonds. Bonds...hmmm...that means DEBT!!! So this isn't money the city has collected from taxes, fees, or fines...it's created out of thin air, then added to our the city's already high debt so we can save the city from plant-loving carbon dioxide....got it! Keep in mind, with this particular department of county government...we have a Director of Sustainability and a Bicycle & Pedestrian Coordinator...Gee Whiz Walley whatever would we do without those guys?
